Non-web file addition email

On all file additions that are not directly web based it is possible to receive an email notification after each file that has been added.

See File_additions#Non_web_file_additions for a list of all non-web file additions. These include: gateway ftp, droplet, API, transfer between segments and data centers.

The configuration variable that controls this is called

non-web file addition notifcation email addresses

Any number of email addresses can be listed here separated by commas and/or spaces.

If no email is configured (the default) then no confirmation is being sent.

Currently this function sends one email per file. In some situations this can lead to an onslaught of mails.
